As the nation's capital, the District of Columbia gets more than its fair share of attention, much of it negative and undeserved. Take, for example, the District's Park Improvement Program (PIP). Many critics claim that, through neglect, it has taken exceptionally beautiful land (upper photo) and turned it into barren waste (lower photo). But these critics hardly ever talk to PIP officials, any of whom will, if asked, cheerfully explain what is really going on. Within just a few years, at the program's current rate, the District will boast the world's first hypoallergenic park system, free of all asthma-inducing pollens, molds, and other hazards.
