A packed visitors gallery (in this case, mostly lobbyists and out-of-town journalists) watches the action, apparently unaware that, since the debate is taking place under Weekday Modified Cloture Rule 1208 (f), a negative vote on next week's Senate Cafeteria menu, held the previous day, has already decided the issue; the Senators are actually making "off the record" remarks for insertion in the Congressional Record.
