One of the oldest federal buildings houses, appropriately, the headquarters of the Department of Housing and Urban development. Called by some "a classic design, making good use of native materials," others have denounced it as "a hole in the wall," and "little more than a cave." Much public housing in the District of Columbia is patterned after this very traditional design.
The Department is under court order to increase handicapped access, despite complaints it will detract from the overall design.
