Many older Americans complain about the decline in education in the United States, but it hasn't been so much a decline as a dismantling, as tourists can see when they visit the headquarters of the Department of Education. Slowly, bit by bit over the years, the Department has been dismantled.
This process also offers insight into the vocabulary of politics. When someone on Wall Street says they "made a pile," they are referring to unearned profits from inside trading. When a politician in Washington says they "made a pile," they are usually referring to some act of downsizing, turning some government program into a pile of rubble.
